Recently I just reinstall my windows when I open some program I receiving system error api-ms-win-crt-runtime-l1-1-0.dll
Any tips how to fix this ?

This happens when Windows isn't updated or when Visual C++ 2015 libraries are corrupted/non installed/outdated.
This libraries can be downloaded from at https://www.microsoft.com/en-us/download/details.aspx?id=53840 and install or upgrade as needed.
Also, make sure that you have Windows Update are set to download automatic updates and there are no pending updates. For details, click here.
