Why AzureAlert rule rased again?

We created a Azure alert rule:
Monitoring the health check probe of TM endpoint and generate an alert when the average is 0.4 or less for 5 minutes.
I stopped the endpoint in the test and the alert was successful,
but about 60 minutes after I restarted the endpoint, the alert was raised again.
The health check on the endpoint continued at 1.0,
why did the alert occur?
