Cant connect to Microsoft Services

My computer has just been cleaned off and had a new hard drive replacement. Whenever I try to add a Microsoft account to log on to this cleaned laptop, it just says to check network problems. I have done this multiple times, with the troubleshooter saying nothing is wrong. I don't know what to do.

    I AM FACING THE SAME PROBLEM AFTER REVERSING TO WIN 8.1 AFTER AN UPGRADE.IS IT POSSIBLE TO UPGRADE AGAIN TO WIN 10? HOW?

    I am running 8.1 RT will the upgrade to Win 10 work for me now? I was under the impression that it would not.

    It Not the September update It the Snowflakes the trash the server try for three day to do a clean install and it was doing it before any fix was installed had to make a new account before it worked and pay for more OneDrive space fix your _hit!!
