iOS automatic provisioning returns unknown value error on windows

I am trying to build an xamarin forms app on for an Iphone on windows 10 using hot restart. Visual studio detects the iphone 6s without any issues. And I am able to log in with my developer account just fine. But when it tries to provision I get an error.

"A parameter has an invalid value: A parameter 'certificateType' has an invalid value : 'Unkown value: DEVELOPMENT'"

I did some googling but could not find similar problems anywhere else. Does anyone know what could cause this?
My apple dev account type is: iOS Developer University Program. Could that have something to do with it?

    Currently Hot Restart does not support the Account type iOS Developer University Program , you have to get a paid Apple Developer Program enrollment .

    Check Requirements for Hot Restart .
