The password you entered doesn't meet password policy requirements.

I am trying to add a short password to a "local account - administrator" and get the following "The password you entered doesn't meet password policy requirements." I do not want to log in using Microsoft credentials, just my simple password.  What do I do to fix this.

Windows 10 Pro  ver 1709   build 16299.309

Policy requirements are set as:

[System Access]

MinimumPasswordAge = 0

MaximumPasswordAge = -1

MinimumPasswordLength = 0

PasswordComplexity = 0

PasswordHistorySize = 0

LockoutBadCount = 0

RequireLogonToChangePassword = 0

ForceLogoffWhenHourExpire = 0

NewAdministratorName = "Administrator"

NewGuestName = "Guest"

ClearTextPassword = 0

LSAAnonymousNameLookup = 0

EnableAdminAccount = 1

EnableGuestAccount = 0

    Are you running Windows 10 Pro or Enterprise?

    Launch Group Policy Management

    (click your Start Button type gpedit and hit Enter)

    Navigate to Computer Configuration - Software Settings - Windows Settings - Security Settings - Account Policy - Password Policy -> Minimum password age

    Set Minimum Password Age to 0 and minimum Password length to 0

    Restart your PC for the changes to take effect . . .
