SQL Server Express versions 2016, 2017 and 2019 installation error code 0x84BB0001

Question

I have tried many times to install different versions of SQL Server Express on Windows 10. All end with the same errorcode: 0x84bb0001 - attempt to perform an unauthorized operation. This happens on my desktop as well as my laptop.
I found dozens of advices on different fora on the internet on how to solve this problem and follwed those step by step but none has solved the issue.
I hope someone will be able to really solve this.

That problem is almost always caused by a previous failed installation, which left the machine in an invalid state.

Thanks for the reaction. As stated in my question I have seen and followed to the letter nearly all the similar questions and answers on different fora. Yous is included in that bbunch and it did not resolve my problem.
In the meantime I found another hint viz. that Bullguard might be causing the error. Though on my latest trial to install SQL Server Express 2017 I stopped the Windows Defender Firewall (for Domain, Public and Private Network) as well as the Bullguard Firewall. But I always left the Bullguard Antivirus on.
I have not yet had the time to work this out but will do that tomorrow. Anyone who has experienced the same with Bullguard active is invited to let me know.

Luckily this evening I succeeded in installing SQL Server 2019 Express om my desktop and laptop. Prior to installation I uninstalled BullGuard and after reboot could install as expected! No need to stop firewalls nor Malwarebytes.
