Azure VM server 2016 cannot get role and feature data error

Due to I need to install .net 4.8 for some feature, but keep pop out error and I found that the reason maybe related to cannot get role and feature data

I had tried below solution but no luck
sfc /scannow
dism /online /cleanup-image /restorehealth
