Using VS2019 for MAC and loading a solution I wrote in 2016. Loads and builds fine. I am signed into VS and Azure with the same account. There is no "Publish" option under project.

From your description, we find the issue is not related to Intune. I would remove the tag of "mem-intune-application-management", which represents the application management of Intune. Thanks!
