can't find access point of procedure NtFsCoNtrolFile in DLL-file C:\Windows\System32\WINSPOOL.DRV

this happend after doing a complete reinstallation of windows 10.

this first came up when trying to install my NVidia drivers

    1. Was running version 1703 before installation of this version 1709.
    2. Norton Internet security and this is installed right after i got the pc.
    3. I had a valid subscription and it is still valid.
    4. The error first appeared when the installer was almost done with extracting the files that ware needed to install the driver.
    5. I wanted to install this driver to be able to use my second screen. Because this is not possible with the default driver of windows.
    6. The Drivers are  successful installed but got a lot of popups with this error (3D vision Driver failed to install). Downloaded the drivers from NVidia self and choose the right GPU (my case gtx 1070).

    1. Were you running Windows 10 Version 1709 [1] or Windows 10 Version 1703 [2] before you "reinstalled" Windows 10? [3]
    2. What was the name of the Norton application that was installed before you "reinstalled" Windows 10 and how long had it been installed?
    3. Had your Norton subscription, if any, already expired by the time you "reinstalled" Windows 10?
    4. Did the "can't find access point of procedure NtFsCoNtrolFile in DLL-file C:\Windows\System32\WINSPOOL.DRV" error first appear before or after you "tried to install your NVidia drivers?"
    5. What problems were you having that you thought "trying to install your NVidia drivers" might resolve?

    6, DID you "install your NVidia drivers" and if so, from where did you download them?

    [3] You actually did a Repair Install [AKA In-place upgrade] ending up with Windows 10 Version 1709 - which may not be the version you were running beforehand.

    1. I bought the pc about mid 2014.
    2. This pc had Windows 8.1 and when windows 10 came out I installed it without problems.
    3. This pc is custom build by a computer store Informatique.
    4. Norton was installed but not installed now after the reinstallation. McAfee is never installed on this pc.
    5. I have never run the Norton Removal Tool
    6. Windows 10 version 1709 build 16299.19 (64bit).
    7. I had no problems before the reinstall of Windows 10, I just wanted a fresh new installment.

    8a. Sunday 29th of October.

    8b. I Downloaded windows 10 with the Media Cration Tool and let it succesfull install it on my USB stick.

    Please answer ALL of the following [admittedly tedious] diagnostic questions by number, preferably without quoting my post:

    1. When (approx. date) did you purchase the computer?
    2. Did the computer come with Win10 preinstalled, did you do a clean install of Win10, or did you upgrade a Win7 computer or a Win8.1 computer [<=PICK ONE!] to Win10?
    3. Who manufactured the computer (e.g., Dell; HP; Acer; Lenovo; ASUS)?
    4. Has a Norton application or a McAfee application EVER been installed on the computer since you bought it?
    5. Have you ever run the Norton Removal Tool and/or the McAfee Consumer Products Removal Tool?
    6. What Version & OS Build of Windows 10 is currently installed?

    • Press & hold the Windows Key and press the R key. In the RUN dialog, type WINVER and press the Enter key.

    1. What problems were you having that you thought a "complete reinstallation" of Win10 might solve?

    8a. When (exact date) did you "reinstall" Win10?
