I have exaclty the same issue, on an HP Elite X2 with a Snapdragon X5 LTE
I have the exact same issue as well on the Elite X2. I have 5 devices and all have been rebuilt using the same image. 3 work but 2 don't. The 2 that don't work have a different firmware on the Snapdragon X5 LTE than the other ones and I can't find an update anywhere.
To get them to work, you can manually change to a monthly option and then the Default APN becomes activated and all the info is filled in. When the machine reboots though, it reverts to automatic and internet doesn't work - shown by empty APN and username fields when viewing the APN.
I have tried removing this modemprovisioningprofile using Netsh and also found settings in the registry that relate to the profiles but I'm stuck now.
HKLM\SOFTWARE\Microsoft\WcmSvc\ and then check the CMPOL key
HKLM\SOFTWARE\Microsoft\WcmSvc\Connections\WWAN lists all the profiles associated with the Mobile connection
Any help would be appreciated.
Edit. I think I've sussed it. I installed the lasted drive sp81127 which updated the firmware as well on the SnapdragonX5 LTE. I then reapplied my image again as the firmware had updated and it worked. No more "modem-provisioned-profile" and automatic connection worked as it should.
