Is the "See more recovery options" available on the Advanced options?
Have you tried using the other recovery options such as the Startup Repair using the ISO file? How did it go?

We've followed the instructions and created the iso USB but the startup settings option doesn't appear, only the 5 other options.
Aside from restarting the computer while holding the Shift button, the next best course of action to access the Windows Recovery Environment is booting your computer using the ISO file.
If you could have a way to download the ISO file from another computer would be great. You can use a friend or a close relative's computer to help you create the installation media so we can proceed with the troubleshooting steps I have provided.

It happened a couple of days ago after trying to use a usb analogue to digital input device.
I can get into the troubleshoot option using shift and restart and then into Startup Settings. I can get option 6 with the command prompt, but option 4 and 5 just get me back to the blue screen when I try to log in.
I've tried DISM and SFC but had no luck. System restore won't work either and I can't get to download the Windows 10 ISO to make an installation media because I've only got a Windows Phone and a Samsung tablet to get the Internet.

The Blue Screen of death error is caused by an outdated driver, a recently installed application that causes conflict in the system, or due to missing updates. The Stop errors (also known as blue screen or black screen errors) can occur if a serious problem causes Windows to shut down or restart unexpectedly. Improper shutting down of the computer or forcefully turning off your device might also cause a startup issue.
I'd like to know more about your concern. Kindly tell us when did you start encountering the issue. Have you made any changes to the computer prior to the issue?
How are you trying to boot your computer in Safe mode? Have you tried using the Media Creation Tool to access Safe mode? If not, then you can follow the steps below:
Download the Windows 10 ISO from this link and use it to create an installation media. Follow the instructions under the Using the tool to create installation media (USB flash drive, DVD, or ISO file) to install Windows 10 on a different PCsection on the link.
