That's OK then. I don't know why C:\Test2 got "Everyone" instead of "Authenticated Users".

On root directory C:\ only last setting "Special permissions" is default.

If you are only user who need to get access to that folder this is not necessary.
You have access to C:\Users\Neil... by default. I you go to another computer and sign in there as Neil then you have access to that shared folder.
If you want that another person have access to that same folder then:
- That person need to use your credentials to get access to that folder from another computer or
- You have to create own account to that another person to your computer with same credentials he/she have in her own computer. And then add that name or "Authenticated Users" (=All users who have account in that computer) to security settings.
