Add New user for Network Access

How do I add a new user for a folder security icon.  When I click on add I get I get the screen below but I can not seem to add a new user.  I would like to add a new user name  that I can use on my 3 PCs so that can all of the PCs have access to the folder and only the 3 PCs.  When ever I create a new name I get a message that the object named cannot be found.

Please advise

    I am still having problems understanding.  You said "Other person" prove those right by knowing correct credentials (given by you) if required, but if you and your wife have access to those shares then is there any issues anymore" but when I was on another PC which does have Neil as a user account I tried using File Explorer to see the folders on my main PC which also has a user account of Neil but I was not able to see the folder.  So what am I doing wrong?

    Forget that part because you have user ID's on both PC's  "Other person" is user who doesn't have user ID on your PC. (I bring my laptop and connect it to your network -> then  I am "Other person" and need your credentials to connect.)

    Have you start those services and check all network settings in step 2 on my example?

    Now I switch myself and PC to sleep mode, I'll be back tomorrow.

    Thank you very much I believe I actually have it working. Not really sure why my wife's PC did not ask for login information when accessing my PC (no wife login) and why my PC did not ask for login information when I accessed her PC.

    Quote from your older posting:

    You have same user account on both PC's and while you sign in to first PC you are counted as "Authenticated User" then that second PC know you and allow access to those folders which are shared directly with your user name or by "Authenticated Users".

    One network one sign in (just like when you sign in with Microsoft Account you have access to many MS services without another authentication.
