Can Hyper V Be useed to create simulations for students?

Question

I want to build simulations for students in my classes. I want them to be able to practice changing settings with actually changing the settings set up by our tech department. I would also like my students to be able to program apps that change settings but will not change what the tech dept has set up. Thank You.
