Is the "Customer Experience Improvement" enabled by default in the SCOM 2019 install? If so how do we disable this after the install is completed?

Please try to change the key value to 0x00000000 and reboot the computer.

In SCOM 2019, Diagnostics and utility data will replace Customer Experience Improvement . Be default, Operations Manager sends diagnostic and connectivity data to Microsoft and Administrators can turn off this feature at any point of time.

1. In the Operations Manager console, click Settings in the Administration pane.
   
2. Under Type: General, double-click Privacy.
   
3. Select the diagnostic and usage data sharing preference from the options displayed, and click OK.
