I have created the VPN GW and Added the VM in the Same Vnet with Different VNet Subnet. I canable to connect through Public IP but not able to Connect through Private IP. I have been trying the same for many times but not works.
Steps I did :
- Created the VNet
- Created the VM
- Created the VPNGW
- Created Certificate and Copied the ROOT to VPNGateway P2S Configurations
- Downloaded and Installed the Client
- Connected IT But Couldn't able to connect to VM through Private IP
Topology:

Since you mentioned Routes are available under %appdata%\Microsoft\Network\Connections\Cm, you should be able to connect to the Vnet resources.
May I know if there are any UDRs or NSGs on the GatewaySubnet or the default VM subnet?
Could you try resetting the Azure VPN gateway and try again?

Hope you are doing good,
VM, Vnet, Subnets is not under restricted by NSG or UDR, I have done resetting the Vnet Gateway as well prior to rising the issues here. It is still same.
