I'm looking to transition to a career in IT and Cybersecurity. I don't have the hands-on experience unfortunately, but I love to learn and will put in the work needed. Ultimately, I'd like to work in IT and Cybersecurity. I have beginner experience in programming (Web Dev, Java, learning Python), and some beginner experience in database management (SQL using MySQL and SQL Server). I have a Masters in Homeland Security Management: Cybersecurity Policy Core, and I've worked in middle management and public speaking for the past 17 years. I'm 40 years old. My goal is to start with the fundamentals in networks and security, and progress to the point where I become Network + and Security + certified. My question is basically this: I'm looking for advice on how to conduct this transition. What Learning Paths should I concentrate on? And, what kind of timeframe can I expect? I don't mind starting entry level and working my way up. I appreciate all advice. Thanks!

Microsoft Certification Program is supported on their own forums. I'd try asking for help in dedicated forums here. (Participate\Ask A Question)
    Ask the Microsoft Learning Community
    Microsoft Learn

You can also browse and select paths here.

You are a qualified person by the way. I think you should jost pay more attention to the major job searching websites . And will find a worthy company easily. Not everyone has those skills. But companies need them. I truly recommend you to pick up the company you respect and trust, it's amazingly important imo.
