AutoPilot for existing devices - no branded login page

We are using SCCM to convert some 1500 laptops to InTune via AutoPilot. 95% have gone through fine but intermittently there are some not getting the company branded login page. They are picking up some aspects of the AutopilotConfigurationFile.json file as only the locale and keyboard language is required but after the subsequent reboot that is performed automatically as part of the oobe we are faced with a standard Sign in with Microsoft page which allows the creation of local accounts etc.

There seems to be no pattern to this, we can put one through again and it might come good, we have others that keep coming back to this page.

I am at a loss as to what could be happening and I cannot find any other reference to this issue, please help!? :)

    @Garry Plowman , From your description, it seems the Autopilot profile has not applied successfully and we get standard Sign in with Microsoft page which allows the creation of local accounts. If there's any misunderstanding, please let us know.

    Based on my research, I find when the device isn't connecting to the Internet, Intune has no way to apply the enrollment profile. Then the page to allow the local user creation can appear. We can see more details in the following link and check the Internet connection of these devices:
