Is Visual Studio 2019 cloud based or does it run .NET core on my PC?

Hello,

I recently downloaded Visual Studio 2019 to preview the IDE. I need to verify that VS 2019 isn't run off of a Cloud based back end. We value security and privacy and if we are going to use the tool we need to ensure that our data is safe. Is the VS 2019 Professional distribution stand alone on my pc or does it have a Cloud based back end? I don't plan on developing Cloud based applications.
