365 Apps versioning on existing installations?

What is the rule when updating an existing 365 Apps installation? Here, when the end-user is on 1902 (16.0.11328.20492) and we advertise 1902 (16.0.11328.20644), 2002 and 2008. Why the installation is not taking 2008 directly? It tries to install the latest 1902 advertised and saying 2002 and 2008 are in 'failed' status.

Can I not only advertise the latest available, 2008 in this case (we follow semi-annual channel) and that previous builds are just upgrading?

    How did users update their Microsoft 365 apps?
    Besides, did you set the update source for Microsoft 365 apps? Or did you set the CDN (Content Delivery Network) as the update source by default?

    If you go to one Office app, click File > Account > Update Options > Update Now, then the Click-to-Run service will look for and try to download latest updates at the location that you’ve configured Office to look for updates.
    I installed Microsoft 365 apps with Version 1902 (Build 11328.20492), update source is CDN, then update it as the steps above, Microsoft 365 apps was updated to Version 2008 (Build 13127.21216) successfully at last.

    Maybe you can try to update Office to the specified version via more manual intervention.
    Such as enter the following command in Run dialog, which updates Office to Version 2008 (Build 13127.21216).
    "C:\Program Files\Common Files\microsoft shared\ClickToRun\OfficeC2RClient.exe" /update user updatetoversion=16.0.13127.21216

    The update is with CM 2010. Updates are on our CMG while we are in progress to enable split-tunneling so the clients can go directly on internet to take the sources from MS CDN.

    So when I read your text I can update a 1902 install directly to 2008 without following the build cycle? So I only need to advertise the latest semi-annual which is 2008?
    These are the version I advertise to our clients for now:

    These are the older update when it was named Office 365 which are also advertised but on only 11 older machines
