For example, our media player uses a USB drive as a source of music, but after restarting Xbox and completing the synchronization process in the app the USB is not available. It looks like a problem with the Xbox system. We access the root folder on the flash drive using the FolderPicker. Next, we put it into the FutureAccessList access list for further use. And until the Xbox reboots, everything works as it should, we request the desired folder and get it. But after restarting the Xbox, FutureAccessList no longer returns the folder we saved, but everything works on the computer even after the restart.

I suggest that you could open instant-on mode then adjust the power management for storage. Please check the following steps to do this.

1.Press the Xbox button 74672-11.jpg to open the guide.
    2.Select Profile & system > Settings > General > Power mode & startup.
3.Confirm that your Power mode is set to Instant-on.
4.Unselect the option When Xbox is off, turn off storage.
5.Restart your Xbox, and then go back to Settings and select System > Storage to see if your usb device now appears in the list.

More solutions about not detecting extern device could be found here.
