In the Health report we can for some of our apps see crash data like callstack and date but
a few apps counts >20 Failures - but the graphs show no details or call stacks or geographical information. How come?
The Sevice Health Report can be checked in Partner Center Portal directly:

Can you elaborate a little - how does the partner site collect its data? What data is collected and in what situations?
There is no detailed document specify the backend logic for partner center collection data.
If you have problem about graph data in Partner Center Health Report, I suggest you can create service request to contact Microsoft directly:
