Outlook warning prompt with activated plugin

Outlook2013 with windows10

Hello,
I have configured my gpo for trusted addin with my calculated hashvalue for my dll with fullpath.

In registry path and hash value is present but keeps prompting this:

also added

[HKEY_CURRENT_USER\Software\Policies\Microsoft\office\16.0\outlook\security]
'level'=dword:00000004
'AdminSecurityMode'=dword:00000003

Whats wrong? Deactivate all prompt is not an option for us.

And why Microsoft did not update this article since outlook2010?!
