Need to set up a phone number with my MS Teams

I have tried to change my settings to enable pstn conferencing but in my admit center I do not show the same options as what is shown in videos or stated in help articles. Maybe I don't have the admin center but can't figure out how to download on my desk top or why can't I access it on here (website) on my account? I have tried calling and can't get a live person. Can figure our how to make a ticket for this. Please help.
