Hi, I tried to install the CU23+ for Exchange 2013 and I had this error:
The Update patch cannot be installed by the windows installer service because the program to be upgraded may be missing ...
Can someone help on how we can sort this issue.

According to your description, the issue is related to Exchange , so I'll remove the irrelevant tag about Exchange and add the tag "office exchange administrator" instead.

By "CU23+ for Exchange 2013", do you mean the Cumulative Update 23 for Exchange Server 2013 (KB4489622) or you are referring to the recent released security update Security Update For Exchange Server 2013 CU23 (KB5000871)?
If you are installing KB5000871, please be aware that this update requires Exchange CU23, so you would need to upgrade server CU first, then you can check the following article and follow the best practices there to apply the patch:

thanks a lot for getting my attention to it. I thought I checked this and u r right it is CU22 installed not CU23 so this is sorted the matter.
