SQL License mobility on Azure

Dear Experts,

Wanted to confirm if I have a physical machine having 4 cores and hosting 2 vm's of 4 vcores each having SQL Server on them. All 4 cores of the physical machine are licensed. Thus 2 licenses are there for the SQL Server. Now if we migrate both the vm to azure we would need 4 licenses due to 8 vcores thus having to provision 2 extra licenses though getting the same vcpu's. Is that correct.
