Based off your screenshot, this looks like a permissions issue when it comes to using the MS Learn Sandbox. I was able to look into this a little further and will post my findings below.
Findings:
1.Since this looks like an authorization issue, have you tried signing in through a new, private browser window? If that still doesn't fix the issue, try clearing your browser's cache/cookies, or log in with an incognito window.

- Please note that due to the impact of the global health pandemic, Azure resources are being prioritized towards health and safety organizations. You may experience some issues when you deploy resources used in the exercises. Please try again or choose a different region.
2.If restarting your session/browser doesn't resolve your issue, you can always add the IAM permissions to your subscription (if you are the owner of that sub).
- Steps on How to Add or Remove Role assignments using the Azure Portal
- You can assign the "Owner", "Contributor", or "Storage Contributor" role to your subscription to view and manage your Storage Account. All built-in roles.
