Seed Data Only Once with azure

I watched the following video with James Montemagno and its great but what I am not sure how to do is seed data only once for a user when they initially download the app. Prior to adding an azure backend it was pretty trivial...but I am not sure how to accomplish this now. Can anyone please advise or give direction?
