Remote Desktop Services on Azure VM (5 users)

What all do I need to purchase to enable 5 users/clients to access one Azure VM through RDP?

Is the 5 user CAL sufficient? Is this all I need to purchase?

Also, would be good to know how do I go about installing the licenses?

Other Details:
VM - Windows Server 2019 Datacenter.
Currently, restricted to two RDP sessions.

    This is the limit imposed by Windows Server on remote administration, you can only have 2 administrators connecting to a server to manage it at once.
    If you have 5 users, in order to allow additional connections, you would need to have a valid Remote Desktop Services License Server deployed in Azure to hand out CALs you have purchased.
    For CAL issue, I consider that you could contact a Remote Desktop Licensing customer service representative.
    Installing the licenses, you could create licensing server to install RDS CAL.
