Switch to another browser to compare the result.

This is the default behavior to not show disabled users in people picker.

Do all disabled users will show in people picker?

Have you made any customizations to the default people picker, such as a custom claims provider?

Add the following content after the site URL:

_layouts/15/people.aspx?MembershipGroupId=0

Then delete the disable user, clear the browser cache or switch to another browser, then check the result.

Are these users in the User Info List on the Site Collection you're seeing them on? That would be by design, if so.

If these users are not in the UIL, what is the value of the userAccountControl attribute on their account?
