DOINC Microsoft Connected Cache setup failing on Distribution Points

Question

When trying to enable the Microsoft Connected Cache on my distribution points I am receiving the following error:

Setting InvocationErrorMessage : Failed to find downloaded content in the primary disk caches
Installer return code: 13631517

20.07.2020 04:25:00 : KeyValueRefresh failed: Environment: PROD, KV Url: , System.InvalidOperationException: GeoHelper.GetKeyValueEndpointFromGeoService: An exception has occurred attempting to contact Geo Service at: https://array601.prod.do.dsp.mp.microsoft.com/geo/ ---> System.Net.WebException: Unable to connect to the remote server ---> System.Net.Sockets.SocketException: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond 52.178.192.146:443

I do not have a proxy or anything setup. It looks like a few others on the internet have had this issue as well but no resolution.
