Accesing the version history prompts

Hi,

Trying to access the version history of documents in a library in SharePoint 2019.
When accessing the latest version it is not prompting, opening the doc in word as expected but when trying to access an older version it is prompting, giving the username and pwd twice and then it is complaining that cannot download the document.
I think it cannot access _vti_history.
Does it require any special permission to access the history virtual folder?

    Hi, anonymous user ,

    With view version, users shall be able to view the past version of a file. Do all of the users have this issue on all files? Or only a certain range of files have this problem.

    If you right click the link of version history and select open link in a new tab, can users download the past version and view it?

    As you mention the error saying cannot download the document, what is the full error message, "cannot download the information you requested" or anything else? A screenshot will be helpful.
