How to handle PBIs that are reestimated for the next sprint?

When a PBI isn't completed in the current sprint, we move it to the next sprint and this gets re-evaluated for the remaining work. However when we reevaluate the PBI, it will change effort of the sprint that we closed and impact the velocity for the closed sprint. How should the re-estimated PBIs be handled?
