Why do Windows Server Data Center 2019 and with Container images not even have the correct OS Build for WSL 2 which is needed for Windows Containers?

Question really says it all... Why do Windows Server Data Center 2019 and with Container images not even have the correct OS Build for WSL 2 which is needed for Windows Containers? If you look at the OS build you will see they are all incompatible with WSL 2 because they are an older build 17.x as opposed to 18.x
