Can't log into server via RD, without a physical monitor being plugged in.

Remote Desktop only works when a monitor is plugged into the remote server. If the remote server is restarted without the monitor being plugged in, I can't remote back into it. In order to remote back into it, I would have to plug in a monitor, and restart (power cycle) the server. Are there any setting in Bios or Win10 that would allow me restart the server without having a monitor plugged in, but still be able to remote in. Any advice would be appreciated. Thanks. Win 10 Server has to be restarted every two weeks. I can't have the monitor plugged in at all times. Using multiple servers across a school district.

    We cann't rdp to a remote server which has been shut down.
