Does this issue occur with OneDrive client?

I personally suggest you check OneDrive Service Status page for any known interruptions or outages first.
If everything is OK, then you may try the following suggestions to have a check.
- Change your browser.
- Change the network enironment. If conditions permit, you can use mobile hotspots.
- Disable or quit the security software temporarily if there is.
- Reset IE, this action could reset some settings for network.
- Run network commands, more detailed information, please refer to this part in "Fix Wi-Fi connection issues in Windows".
