Do I need Client Access License (CAL) solely for domain service?

Do I need to buy Client Access License (CAL) if my client PCs merely use domain service of the Windows Server 2012 (i.e. do wee need any CAL for user/device who are joining DC?) Thanks.

    Yes, you'll need a CAL for each user that connects to domain and take Per-User CALs, All users will need a CAL.

    Domain Controller is accessed by admins only. There is a default 2 user CAL's for each server for management.

    How about the case that I setup Domain Controller for Windows Cluster Service (all servers are running MS Server 2012, NO client PC of Windows 7/10 are involved), do I need to buy CAL license for this case? Thanks!
