How to launch external website with UWP app notification?

I've been trying to launch a website when creating an app notification in Microsoft's Developer Portal, however, the documentation is very unclear as to how to launch a website:

"Launch (interactive toast type). You can choose to have the notification open an app or website."

However, I've tried putting a URL in the Launch field but when our app users click on the app notification it opens the app. How do you get the app notification to launch an external website?

    Could you please tell me what your Activation type and URL are?
    I have tested it, and my code works well. My configuration in Options is as follows:
    Activation type: Foreground=>Protocal
    Launch: https://www.google.com/
    Duration:Short
    Scenario:Default

    Used a Blank Toast with the same configuration and it only opens the app. Users confirmed the same thing. Did you click on your notification to verify it opens the website?
