Outlook Browser on Server 2019 Data Center - how to change

We have an Azure Server 2019 DataCenter as a self contained demo machine - we have recently added our Outlook Add In only to find that Server 2019 does not call the Edge or Chrome browser as the add in control even if set to the default.
How do we get the add in to use Edge or Chrome (or just not IE11) as the Add In control?
Msft is ending support for IE11/O365 in August and yet here in Mid March with essentially the current server release we cannot present the Outlook Add In.
How or when will be able to present this across the OS platformss?
