Your Samsung CF395 monitor is 1920 x 1080 max. I own one also. You can't get better resolution than the monitor can display.
How do I set Windows 10 to view 3840 x 2160 resolution on the monitor?
My Samsung computer monitor is capable of a 3840 x 2160 resolution, but my Windows 10 pro only has a maximum monitor resolution setting of 1920 x 1080. How do I configure Windows 10 to take advantage of the 3840 x 2160 resolution that my monitor is capable of?

It depends on the resolutions supported by your Graphics card/chip
Open Device Manager (accessible by right clicking your Start Button)
Expand the Display Adapters section
What video device is listed there?

2018-12-24T17:24:21+00:00 As I said originally, Windows 10 only offers a maximum resolution of 1920 x1080. I see this by right clicking on the desktop and under "Display" there is "Resolution" and under that the maximum resolution that is offered is 1920 x 1080. No higher resolution is offered. And of course I have the latest drivers for my EVGA 1070ti graphics card installed. I don't think there is any problem with the installation of the graphics card. Do you have any suggestions about increasing the resolution offered by Windows 10?

Do you use a PCI-E graphics device or built in motherboard graphics(usually not so strong)?
