I spend 3 days on this problem and i resolved this :D

First turn off p2p windows update

[1] Open Group Policy Editor and navigate to Computer Configuration > Administrative Templates > Network > QoS Packet Scheduler.
Double-click on Limit reservable bandwidth. Click on Enabled, then change the Bandwidth limit 5!!!(not 0) to reserve a little bandwidth.
[2] Reset Windows Auto-Tuning Level
To find your current Auto-Tuning status, open a Command-Prompt and type in netsh interface tcp show global.
Look for Receive Windows Auto-Tuning Level. You should see normal. If so, you can move on.
Here are the commands to enable Auto-Tuning:
Enable: netsh int tcp set global autotuninglevel=normal

Large send offload v2 IPV4/6
Magic Packet
Checksum offload IPV4
Gigabite Lite
