Migration from Gmail to Outlook

Hi,
So I want to migrate from Gmail to Outlook Business plan. I have a company email address and want to move my 40 users to Outlook Business. I want to keep my existing emails. Can this be done?
Additionally. five of my users have their personal outlook accounts do they need to be under the outlook business plan? or can they just continue to use their account.
