2019-02 Cumulative Update for Windows 10 Version 1809 for x64-based Systems (KB4482887) failed to install with error 0x800f0982

Question

Hello, my windows 10 LTSC 2019 keeps failing to install the latest update KB4482887 with error code 0x800f0982. I had tried download it from windows update catalog and installed manually, but result in the same error. I google the error code but can't find much useful information about it. My current system version is 17763.316.

I had run sfc /scannow and it says all my system files are fine. Nothing is corrupted.

I had tried running the windows update troubleshooter and it cannot identify the problem.

I had tried stop and restart windows update service and clean files in SoftwareDistribution folder but still no luck.

What is the reason for this failure, and what is a proper fix to this problem?

I have runned Windows Update troubleshooter (nothing special) , renamed      

               C:\Windows\SoftwareDistribution\Download

to force Windows Update to reload updates, 

and next update has been succesfull! 

This is not the first time that I have such a result. 

Good luck to everybody! When running Windows 10, it is not necessary to be lucky, but it helps...

This didn't work either.  Still have the same problem.

This morning, Windows Update has found:

• KB4486553, cumulative for .NET Framework 3.5 and 4.7.2, for Windows 10 1809, system x64
• KB4482887, cumulative update for Windows10 1809 which was supposed to install 11763.348

Unfortunately, after restart, and after a long time, I saw

• update completed at 100%
• but immediately after that a blue screen with a message telling "impossible to finish updates"

                                                                                                         "updates are cancelled"

  (I am french, I do not know what is the real message in English)

• after a long time, my PC restarted, with level 17763.316, and Windows Update history shows

  - error 0x800f0922 for KB4486553

- error 0x80070643 for KB4482887

--> I will run Windows Update troubleshooter, delete (or rename)      

               C:\Windows\SoftwareDistribution\Download

to force Windows Update to reload updates, and see what happens…

I hate Windows Update...

I'm hoping in a few weeks if enough people have this issue, they will look at, because it's screwed up, my box is not even 5 months old and I went through this entire "Try these 101 things" back in October 2018 on another Window 10 update; in the end it was an issue with the update from Microsoft they fixed.  I wasted enough time in October and another three hours today.  If there is no fix, I'm turning off all my updates for good, screw it - I don't care anymore and it's what i did on Windows 7 (same nonsense happened back then).
