What is the SQL server version that you want installed? Refer to MS document Quickstart: Install SQL Server and create a database on Ubuntu to find if you missing some information.
Could you share us the setup log for analysis. The installer logs here: /var/opt/mssql/setup-< time stamp representing time of install>
