In case you are referring to the free upgrade offer , it already ended and it was for home licenses and not enterprise licenses like volume license.
However, you may look into your licensing agreement with Microsoft and in case you have valid Windows 10 license, then you could upgrade or deploy Windows 10.

2021-03-19T02:41:47.01+00:00 No, Windows 10 free upgrade has ended on July 29, 2016, and this service is only aimed at Home users, Enterprise users still need to pay for Windows 10 license.
If you have Windows 10 volume license, you can deploy Windows 10 for your clients via deployment tool then use Windows 10 volume license activate them, but you couldn’t activate them by Window 7 volume license.-------------------------------------------------------------------------------------
