Core Pack info need of OEM Licenses

Hi MS Tech Community, I have Server Machine with 2 x Intel Xeon 5218 16 core (Total 32 Physical cores). I am installing MS Windows Server 2019 Datacenter Edition 24 Cores Part Number P71-09042. I need to know that is this part number P71-09042 24 x 2 = 48 cores ? and will it activate 32 cores of server machine? kindly help. Regards Asad
