PowerAutomate Flow Count and Microsoft List Rules

Our users are licensed with Office 365 E3's. We have been testing in IT with PowerAutomate to run a flow every day to check a date of a row and email us if it's within a certain end date value. I read that PowerAutomate for Office 365 allows an aggregate run of 2,000 flows per month. If we continued to add flows, what would happen if we bypass that limit? Would it still run?

Also, do rules created on Microsoft Lists count against that value? Or are they separate things?
