    Hi Robert!

I'm Jen, and I'd be happy to help you out with this issue.

Please follow these steps and see if it helps resolve the issue.

Go to File > Options > Customize Ribbon > Under the Customize Ribbon combo box on upper right, select "All Tabs" > Scroll down to Chart/Table/Pivot Table Tools and put a checkmark next to Design and click OK to apply the changes. Please note that you have to use the Insert Table, Insert Chart or Pivot table features in order for the Design tab to be activated after selecting them.

I hope this information helps. If you have any questions, please let me know and I'd be glad to assist you further.

    Best Regards!

    Jen :)

Exactly which "design" is missing? Thanks to MS for creating several design features and tabs.
