options in power, task manager, local security policies

when I press home button and click on power it shows there are no power options are unavailable. When I want to open task manager using ctrl+alt+delete it shows only switch user and when i try to open it via run it shows task manager is disabled by administator. There is no local or group security policy in my laptop. what I have to do now?
