GPO folder permissions not working

Question

I have a GPO that creates a scanning folder on our file server for the user by their username. Then it creates a shortcut on their desktop to the folder. The GPO is applied, creates the folder on the share \Fileserver1\scanning\%username% but the user cannot rename a file, nor delete a file once it's created. unless I go in once the folder is created and set the user as full control, which I don't understand because they have "special permissions" of full control already. The Creator Owner has "special permissions" with full control but the user is unable to to open the files within their folder, the cannot delete a file in their folder, they cannot rename a file in their folder, and an other odd thing if the user creates a new folder within their folder it creates 5 new folders not just one, then the user cannot delete or rename those folders. I am guessing I have something wrong in the security of the shared folder, but I can't seem to figure out what is wrong. From the screenshot , it seems that you only give the users right to the folder not the subfolders and files.
Try to set the permissions to :This folder ,subfolders and files as following :
